In my php.ini I have the following setting:
max_execution_time = 30

phpinfo() in a browser reports this value correct.
php.exe reports it incorrect
Pass the source code to: php.exe -f


Reproduce code:
---------------
// This want work:
echo (ini_get('max_execution_time'));
// The result is '0'

// This want work
echo phpinfo();
// The result: max_execution_time => 0 => 30

// In this way it works:
ini_set('max_execution_time', '120');
echo (ini_get('max_execution_time'));
// The result is '120'

That's because your php.exe uses different php.ini.
You can check which php.ini is used in phpinfo().

Checked it:
phpinfo() in the browser: Configuration File (php.ini) Path => C:\WINDOWS\php.ini
phpinfo() passed to php.exe -f : Configuration File (php.ini) Path => C:\WINDOWS\php.ini

Sorry, probably should tell you, the phpinfo() passed to php.exe returnes the other settings correct from the php.ini
