I have reported this for the 3.0.14 version as well, but here goes:

There's no imagepng() in 3.0.15 either!!!

If you look through php3_gd.dll with an hex editor, you'll see an Imagepng error message (cannot write to file, or something), and what seems to be the stub/import entry for imagewbmp (for the WAP image format), but NO imagepng() or imagecreatefrompng() stubs, which renders GD support useless in Win32.

I'm now using fopen() to call PHP scripts on a Unix box solely for the purpose of generating GIFs, which is downright stupid...

which output formats (GIF/PNG/JPEG) are available
depends on the capabilities of the GD library
installed on the system PHP was configured and
compiled on

configure up to 3.0.16 checks for the availbale 
output formats in the installed GD and enables 
only those functions supported by this GD

future versions will include dummie functions
who's only job is to report e.g.
"ImageGif: No PNG support in this PHP build"
instead of
"Call to undefined function:  imagepng()"
for unsupported functions
