This is a problem with your windows installation, I have the same (and unfortunately no solution for it yet). (Open the files on Linux with xchm or gnochm and you'll see they work fine)

Read instructions at http://www.php.net/download-docs.php :

"Note to Windows users: If you are using Windows XP SP2 or later and you are going to download the documentation in CHM format, you should "unblock" the file after downloading it, by right-clicking on it and selecting the properties menu item. Then click on the 'Unblock' button. Failing to do this may lead to errors in the visualization of the file, due to a Microsoft bug."

Jakub, I am using W2K for testing, not XP... and I have virtually no clue why it doesn't work :I

Derick, silly question - did you try to unblock the file? Maybe W2K with some SP have the same problem and it should be documented on the download page.

Unblocking files only applies for files that you have downloaded, not for files that you have generated on your pc.
And probably this unblocking also applies to the latest (4?) win2k service pack.
