PHP has encountered an Access Violation at 012D7B19 (and lots of other places)

My server is currently running 5.0.4 very well, when I installed 5.1 I almost immediately began getting the above error. I then downloaded the latest snapshot and the behavior is the same. Even just phpinfo(); I can get the phpinfo screen 2 or 3 times and then it gives the error. I am running in ISAPI mode and have not tried CGI mode.

Expected result:

the phpinfo screen.

Actual result:

PHP has encountered an Access Violation "SOME ADDRESS THAT CHANGES"
