On the page where you choose a mirror to download PHP from, it reads (emphasis mine):

"Please choose the mirror closest to you from which to download the file. The current mirror is highlighted in yellow, mirror sites detected to be out of date or **disfunctional** are not listed for your convenience.

However, disfunctional isn't a real word -- http://dictionary.reference.com/search?q=disfunctional
http://www.m-w.com/cgi-bin/dictionary?book=Dictionary&va=disfunctional

Perhaps you wanted dysfunctional or nonfunctional?

This bug has been fixed in CVS. Since the websites are not directly
updated from the CVS server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
