5.1 dev (recent), configured with

./configure --without-sqlite --enable-pdo --with-pdo-pgsql

Automatically builds in support for pdo-sqlite. Either add a --without-pdo-sqlite or don't install pdo-sqlite if --without-sqlite is specified.

Expected result:
----------------
Built-in support for pdo and pdo-pgsql but not pdo-sqlite.

Actual result:
--------------
Built-in support for pdo, pdo-pgsql, and pdo-sqlite.

--without-pdo-sqlite is the option you are looking for.
--without-sqlite turns off sqlite version 2 support.
--without-pdo-sqlite turns off sqlite version 3 support.
