This one is easy enough. Someone forgot to include the php-dist.ini file in the Win32 distribution of PHP3. 

The PDF manual Installation chapter has this installation step on page 45:

Copy the file, ?php3-dist.ini? to your ?%WINDOWS%? directory and rename it to ?php3.ini?. Your
?%WINDOWS%? directory is typically:
c:\windows for Windows 95/98
c:\winnt or c:\winnt40 for NT servers

Well, there's no php3-dist.ini on the distribution zip file. 

I'd also check if no PHP modules are missing. Lots of dll files present on 3.0.10 are no longer distributed, like mSQL.dll. In fact, only libraries name php_*.dll are on the distribution file.
