browser http header returns Big5 not Big-5 (tested on Mozilla(s) and Opera)
so you can detect if the browser charset is mb-compatible, with all exept for Big5, using a mb_list_encodings test.

Encoding names returned by mb_list_encodings() are the 
names internally used in the mbstring extension. To 
convert these to the IANA registered counterparts, use 
mb_preferred_mime_name().
