Same error as previsouly described in closed Bug #29490 plus others, PHP returns error when creating .NET (dotnet) object. 
PHP is installed as ISAPI module.

Reproduceable on all snapshots post 5.2. Confirmed .NET 1.1 framework installed, arrows-up in iis. Even rebuilt server from scratch - same error.

Interestingly, refreshing this "failed" page always produces the more general "PHP has encountered an Access Violation in XXXXXX", and this is repeated with any subsequest COM or DOTNET until IIS is restart.
