I am not able to access my systems environment variables from PHP, neither cli or Apache module.

$_ENV just returns an empty array.

PHPInfo is available at http://lvk.mine.nu/phpinfo

php -v
PHP 4.3.8 (cli) (built: Jul 17 2004 11:20:16)
Copyright (c) 1997-2004 The PHP Group
Zend Engine v1.3.0, Copyright (c) 1998-2004 Zend Technologies

Expected result:

The code should return an array that contains the environment variables.

Your variables_order php.ini setting doesn't contain the E.
