In order to use RPM to build the php4.0b3 packages I tried to use the php4.spec file the comes with the tar.gz file.
I.e., I first untar'd/gzip'd it, ran ./configure, and the tried to use the created
php4.spec file.

It is *that* php4.spec file that is incomplete.  The generation of it failes or stops after the %build section.  It does not have %install nor %files  sections.

RPM of 4.0 Beta 3 is no longer a current issue.
