Description:
------------
When i tried to install Chinese vBulletin at PHP 5 RC2 i find that the xml function seems doesn't support Chinese chars. all chinese chars become "?". but it works at PHP 4. so i belive it's a bug of xml lib.

To be more specific, the xml-related function just output UTF-8 encoding format regardless what I've specified to use gb2312 encoding in both .xml and .php files.

but php 4 xml functions seems to output gb2312 correctly.
