The last chm documentation of php (version of 16 Avril 2004) cause a crash of hh.exe in the dll itss.dll.

The documentation can't be viewed

Do you use French version?
I checked it and results are following:

php_manual_en    no error
php_manual_ja    no error
php_manual_kr    no error
php_manual_de    no error
php_manual_fr    error occured
