ORACLE_HOME is being set in the httpd.conf file for Apache and is available to all
PHP scripts as a global variable.

However, it isn't recognized by the OCI functions. I still have to call putenv before
using any of the OCI functions:

putenv("ORACLE_HOME=".getenv("ORACLE_HOME"));

This seems a little odd.

settng ORACLE_HOME before starting the apache also works. 

this is nothing we can change - try filing a bug to oracle-support;-)
