The value of bcmath.scale reported in php.ini is not reported by ini_get().

Reproduce code:
---------------
echo ini_get('bcmath.scale');

Expected result:
----------------
The value defined in php.ini

Actual result:
--------------
Empty string.

In PHP 4 that option is not 'real' ini setting.
Workaround: Use get_cfg_var().

(this is fixed in PHP 5)
