echo strtolower("T?RK?E KARAKTERLER ???N ??Z?M");

The output must be:

t?rk?e karakterler i?in ??z?m

But there is a problem:

t?rk?e karakterler ???n ??z?m


Is there any solution?

Use the correct locale. (they're different in windows!)
For turkish it's, surprisinly, 'turkish'. (or 'trk')
