Hello!

 When PHP compiled as standalone program, it doesn't
produce preprocessed scripts (-p parameter). Under Unix
it produces nothing on the screen, under Windows - shows
result of parsing.

Fixed, moved the startup sequence to be before
the command line interperation code, like it used to be.

If anybody knows why it was moved around in the first
place - let me know
