hi
it would be nice if I there were a safe_mode_allowed_uids config option,
that you can access files owned by this uids always even if they aren't owned
by the user running php.
?
this would be good for those who want to use safe_mode, mod_php and file_uploads.

SAFE_MODE totaly bad IDEA.

The only way i see, is creating
exec_dir parametr working in NON safe mode (bug #26026).
if open_base_dir also set's correctly - "allowed uid's" not needed at all. And most users will forgot SAFE_MODE.

Considering safe_mode is gonna be removed in future, adding more features to this bad feature is not gonna happen.
