as documented in bug #7642 for linux this bug also exists in the windows binary version and still exists in 4.3.1

What webserver are you using? Are you using CGI or a module?

i'm using apache 1.3.26 and the module-version of php.

Then this is not a PHP bug, Apache does the cwd change itself. Nothing we can do about that.
