The php manual hasn't been built since Jan 27, 2003 (~72 days ago), this is almost a great tragedy!

Please make it so anyone with proper permissions can initiate the build process for both tarballs and online manuals, like a README.

There are no signs that this will happen, but there are some progress on the livedocs front, which will solve this problem, so since this will not be fixed, there is no need to keep this bug open.

BTW Derick tries to keep the online version of the manual up-to-date as he has time, and as it is worth it...
