When autoconf creates configure from configure.in,
INSTALL_IT does not maintain the use of mod_php3.[ch]
but instead changes this to mod_php3.ch. When the
'make install' is run, it fails because mod_php3.ch
does not exist.

Using GNUsed 2.0.5 just in case it matters...
