In 4.3.0 release ?nnouncements I've found following:
"The Windows build can now be configured more comfortably, for example when dealing with built-in extensions. (Sebastian) "

but I did not found any reference to this in the manual...

This is only something for people who compile PHP themselves and not really a user issue, though it probably can be documented on the "Windows compiling" page.
