Please try using this CVS snapshot:

  http://snaps.php.net/php4-latest.tar.gz
 
For Windows:

Please try the LATEST not the STABLE branch, it has many fixes for the session module. On the same note, using latest CVS I am unable to reproduce the described problem on WinXP or Linux.
