My host has PHP error_reporting set to "3" and I have it 
set locally to "E_ALL & ~E_NOTICE" through a .htaccess file 
(the exact line in the .htaccess is :
php_value error_reporting "E_ALL & ~E_NOTICE"
)

the below code should produce a parse error (no commas 
separating the array elements -- resulting from hastily 
copying and pasting to expand what was once a one element 
array) ...but instead just leaves me with a white screen, 
no html, no errors.

$incInit = array(
	"inc.db.php"
	"class.imageHandle.php"
	"class.sgImageHandle.php"
	);

this white screen has happened on several other strange 
parse errors (of which I don't have examples) and is 
annoying because it takes me longer to find the error.  If 
I put <? error_reporting(E_ALL) ?> at the top of the code, 
it doesn't help.  And if I delete the line in the .htaccess 
file, resorting to the master error_reporting value, it 
also doesn't help.

not sure what version of Apache, it is 1.3.x I believe

Apache doesn't know about PHP constants, do they will not work in a .htaccess files. Use the numerical values from here:
http://www.php.net/manual/en/function.error-reporting.php

In your case this would be 2039.
