In the file php-4.2.2/sapi/apache2filter/php_functions.c on line 97:

#if !MODULE_MAGIC_AT_LEAST(x,y)

In the file ap_mmn.h, in the apache2 source tree, there is a line:

#define MODULE_MAGIC_AT_LEAST old_broken_macro_we_hope_you_are_not_using

From looking through this file, it seems the new macro is AP_MODULE_MAGIC_AT_LEAST.

This seems to fix the problem.  However, I'm still getting an error with stub.lo, so I may be wrong about the fix.  Please let me know if you've already found the solution to this and it's different from my guess.

This bug has been fixed in CVS. You can grab a snapshot of the
CVS version at http://snaps.php.net/. In case this was a documentation 
problem, the fix will show up soon at http://www.php.net/manual/.
