Sessions are restarted everytime session_start() is called if session.cookie_lifetime is not zero.
It seems that php does not send a cookie if session.cookie_lifetime is not zero.
But when you set it to zero everything looks working fine.

most likely your browser is configured to reject permanent cookies

if you are absolutely positive that this is not the problem then please re-open the bug and include your complete session.* php.ini settings ...
