This problem has been happening on my RedHat 7.3 with Apache 2.0.39 for the last several day now, all right before doing a "cvs update".  I am very surprised that such a blocker bug has been allowed to exist for so long.

For reference, here is my configure line:
./configure --with-apxs2=/usr/local/apache2/bin/apxs --with-zlib --with-bz2 --with-mysql=/usr/local/mysql

Mistake in my previous comment: "all right before doing" -> "all right after doing", meaning that I was using the most up-to-the-minute sources every time I tried to compile PHP over the last 4 days.

The problem may have existed previously, but 4 days ago was the first time I tried to compile PHP from CVS in the last month.

Very few people use Apache2+PHP and hence it really doesn't rank very high on the priority list.  Someone will eventually get to it, but until there is a real technical reason to focus on Apache2, I doubt you will see much of a push in that direction.

Odd that you can even get to compile..since the configure
_should_ break if you try to compile the HEAD of PHP 
with apache 2.0.39...

Anyway, you need the latest CVS head of Apache 2 too. 
(apache 2.0.40)
