This installation problem was discussed at length on the lists, but the conclusion is that there must be a 
bug somewhere.
The installation is for PHP and Apache on Win98. 
Details of all possible installation options are summarized in a file at
http://www.knowsystems.com/notes/phpinstallnotes.html

The problem seems to be related to the module implementation. When the LoadModule and AddModule lines are 
added to Apache's httpd.conf, the following error message is the result:

Syntax error on line 194 of c:/program files/apache group/apache/conf/httpd.conf
Cannot load c:/php/sapi/php4apache.dll into server: <31> A device
attached to the system is not functioning.

Have you made sure that php4ts.dll in your %PATH% ? Please also read the install instructions at http://bugs.php.net/?id=17812&edit=1

Of course we have double and triple checked documentation and paths etc. And about 10 brains contributed. See http://www.knowsystems.com/notes/phpinstallnotes.html for all the things we have tried.

Are you trying to use php4isapi.dll instead of php4apache.dll?

Disregard my previous comment. The line on top of your installation notes made me think you were using the wrong module.

Thank you for taking the time to report a problem with PHP.
Unfortunately you are not using a current version of PHP -- 
the problem might already be fixed. Please download a new
PHP version from http://www.php.net/downloads.php

If you are able to reproduce the bug with one of the latest
versions of PHP, please change the PHP version on this bug report
to the version you tested and change the status back to "Open".
