I append some words into php.ini list as following:
************************************
zend_optimizer.optimization_level=15
zend_extension_ts="e:\HTTPD\ZendOptimizer\ZendOptimizer.dll"
************************************
And when I use it on PHP4.21, it will reporting an error like "can't locate _ecalloc on php4ts.dll"(it dispears on chinese, and I don't know whether it's right or not,plz forget my poor english).

Appears that the binary is not compatible. You simple need a new version of the ZendOptimizer.

However, that's a Zend(.com) issue, not PHP.
