I'm using the "Microsoft WebStress Application Tool" to test the server, and when MANY requests are made at the same time, many "php.exe's" are still running in the Task Manager but IIS stop responding the requests. No "Dr. Watson" or any other type of error occurs. It simple stop responding. If I made fewer requests, the IIS responds to all of them and for all the time I want...

This is not a problem with PHP but a problem with IIS. Blame Microsoft.
