It is not possible to increase the value for upload_max_filesize in php.ini to a value greater than 9999999999 Bytes. Uploads with more them 10 MB doesn't work

9.999.999.999 looks like about ten gigabytes to me,
not ten megabytes, so this isn't that bad a limit 
after all?

Bogus.. You can use this style:

; Maximum allowed size for uploaded files.
upload_max_filesize = 2M

And also remember to adjust the post_max_size to be a bit
bigger than this value.
