Following the link from the FAQ contained within the
binary distribution to http://php.netvision.net.il/browscap/
and then following the Retrieve link produces a response
that claims to contain 24 entries but contains none.

Also there is no webmaster link on the page, 
webmaster@php.netvision.net.il bounces, and 
webmaster@netvision.net.il appears to contact 
someone who couldn't care less about the page.
