strftime ("%V", $dat) and strftime ("%G", $dat) do not give any result when used with Win32 and Apache Server.

Simply because they are not available on this platform. Read the documentation carefully:

"Note: Not all conversion specifiers may be supported by your C library, in which case they will not be supported by PHP's strftime()."
