Currently, utf8_encode() and utf8_decode() are part of the XML extension and will not be available if PHP is configured with --disable-xml

Would it be possible to make these functions "native" PHP functions, so that they always will be available?

i have the same problem. i don't use xml. xml is a very bad format.
i don't want compile php with xml support but i need utf8_encode and utf8_decode.
