After downloading the patch for version 4.1.1, four seperate times, its my conclusion that something has gone wrong when the compressed file. 

upon opening the file, it gives an error stating that it is not a complete file.

What program do you use to decrompress the patch? That program might be broken.
Also, note that it's a .gz file and not a .tar.gz file.
