Arrays aren't parsed by parse_str()
as shown by this script:

<?php
 $a="var[alpha]=foo&var[beta]=bar&noarray=works";
 parse_str($a);
 print $var["alpha"]."\n".$noarray."\n";
?>

_php3_parse_gpc() was writing to symbol_table and active_symbol_table on other times
it should always write to active_symbol_table
also, the internal functions API had to be changed a bit,
so that active_symbol_table inside internal functions is
the symbol table of the scope
