fsockopen tends to hang for a long time on certain sites,
is there a way to do a break after certain seconds.

This would require writing an async socket io layer (also
known as "painful to write").  Maybe in PHP 4, unless some
brave soul steps up to implement it in PHP 3.  Changing
to "feature/change request".
