0-19277 are 19278 bytes

just like 0-1 are 2 bytes

How did you notice this problem (if it is one)? And does it happen without PHP too? Anyway, I don't think this is an PHP bug, as apache handles output and the setting of those headers.
If you really think this is a bug in PHP, then reopen this bug report.
