Save a cookie with variable "username". Give it a value.
Make a form with an input box named "username".
Submit the form to your script and read the value of username. It will contain the value of the cookie, and not of the input form. Priority should work the other way around!

You can set these preferences in php.ini, the variables_order parameter.
