The opcache.load_comments directive is not documented as having been removed from PHP >= 7.0.0 in either the migration guide or the ini directives changelog, despite being in the NEWS file as removed.

The missing information from the migration guide is for 5.6 -> 7.0 and the changelog entry here: http://php.net/manual/en/opcache.configuration.php#ini.opcache.load-comments
