Description:

on windows, time_sleep_until() has millisecond accuracy while microtime() is accurate to 10th of a second. 

this means there can be up to a .9 millisecond difference which will fail this test. 

Expected result:

pass

Actual result:
--------------
randomly fails

This patch passes on PHP5.3.11rc1 on Windows 7 sp1x64.

It does not break for me on Linux x64 (Gentoo and Fedora 16) with PHP5.3.11rc1.

This bug has been fixed in SVN.
