When installing php for the first time, I would expect it to setup the php.ini file.  This was not copied to my /winnt directory, and was not setup.

I would think it would setup the paths for extension_dir, plus setup basic logging.  Compare with the install for activestate's perl install; it's really quick slick, and easier for admins to setup.  

This is more of a feature than a bug, but I think it would help php in the long run.

This is precisely what the php installer does! The only occasion when it doesn't is when you tell it to leave your existing php.ini file intact. Are you saying that you used the installer but it didn't work?

User had used the zip distribution and failed to rename php.ini-dist to php.ini.
