I'm marking this as "Analyzed" for now, because - while it works for me just 
fine - I received a direct report personally, and there was also a complaint on 
the Webmaster mailing list, all reporting the same issue.

@thierry --- Please re-check the URL and see if the issue has been resolved for 
you, and - if so - update this report to let us know when such was the case 
(adding date, time, and timezone may be helpful as well).

for the record:
when I received the report via the list, I couldn't open windows.php.net, but now 
it works.

I can confirm that the site was down for an nontrivial time (an hour at least). I can also confirm, that it started to operate about two or three hours ago.

We can leave this open until the end of the day today, but it appears as though 
it's been resolved.  No word yet on what caused the interruption, but we'll try 
to learn more as the day goes by.  Since the report, things appear to have 
returned to normal, in any case.

Just as mysteriously as it appeared, it disappeared.  Hasn't been an issue since 
the initial reports though, so this can be closed for now.
