From the http://www.php.net/manual/en/install.windows.manual.php page: "There are two ini files distributed in the zip file, php.ini-dist and php.ini-recommended."
In the PHP 5.3.0 zip file, the only ini files are php.ini-development and php.ini-production.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

This information is not fully correct. For example, we no longer distribute a 
php.ini file that contains default values as of 5.3.0....
