It would be nice to have a list of the last PHP releases (4.x and 5.x) available somewhere in a format that can easily be parsed. One usage would be the PHP version selection in PEAR's bug tracker that is often not up-to-date because it needs to be updated manually.

May I please get a short answer? I'd just like to know whether this feed will be available in the near future, or whether it will some months or more?
(I don't want to have it tomorrow, of course, but I'll prepare an interim solution for the PEAR bug tracker, if it takes until e.g. July.)

I want it tomorrow.. at the very latest within couple of weeks.

This bug has been fixed in CVS. Since the websites are not directly
updated from the CVS server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
