The quicksearch form in the upper right should use "with all of the 
words" instead of "with any of the words" setting.

The reasons are:
1. avoids finding way too many bug reports
2. it's the expected behaviour (=> Google)
3. It prevents dupes

IMHO it should more work like the "find dupes" functionality after 
you've entered a new bug - not like "find as much as we can".

There has been a bug about this already, but it is not fixed 
(anymore): http://bugs.php.net/16350
