I clicked the link to the English html.gz file and received a 404 error message, detailed below.  The English tar.gz file also has a broken link.

The link for the English html.gz file is trying to link to the following location:
http://uk.php.net/get/php_manual_en.html.gz/from/a/mirror .

Actually, I clicked a random sample and none of the links in the table on that page work.
