the INSTALL.Redhat should be rewritten. Any changes in 
/usr/sbin/apxs are not necessary any more if you download
a recent apache (I had 1.3.9-8)
You must deinstall all old packages first
rpm -e apache
rpm -e apache-devel
before installing the new versions. Then the above file will be OK.
It is very confusing to leave the information like it is know, 
please change it,

The file clearly says that the changes to apxs are
necessary if you use the stock rpms that come with
Redhat 6.1, which is true.

It goes on to suggest downloading newer versions of
apache and apache-devel rpms, and removing old packages
before beginning.

While it could use a little reworking, the information
in the file seems quite accurate.
