At last time (one or two weeks) I have not properly read PHP manuals from http://ru.php.net/manual/ru/index.php (for example) in Russian in any encoding.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

Derick is working on this, and we already have several reports about this...
