I have to disagree that bug report #31179 is bogus.  I've had almost the same issue, moving from Php 4.3.8 to 4.3.10, but i get this message when starting the Apache service: 
"...Cannot load c:/apache13/php/sapi/php4apache.dll into server: (126) The specified module could not be found..."
That dll does exist in that location. I also (like the original submitter) did not change httpd.conf at all.

I have been able to (apparently) resolve the issue by copying php4apache.dll from the previous (4.3.8) installation to the new (4.3.10) installation. I don't know if this re-introduces the security issue that 4.3.10 fixes, but it does allow me to host pages.

Apache 1.3.31 on Windows XP SP1.
